I'd just use engine enamel in a spray can, spray it into a container, and paint it on that way. You need to make sure that the paint is heat and chemical resistant. Finish the piece of with engine enamel clear and it should last a good long time.
And my suggestion? Why not hydro dipping? I've seen some engine parts dipped, so I would assume its heat resistance is fairly high.
Yeah I tried contacting one of those hydrodippers and they asked if I had a film for it. I asked if they meant like the image in a digital format and they said no they need a special film to do custom images sadly.

and I wanted to draw/paint on it what would be the best process to do it that it would last a while? Never painted before.

That design looks good on it. I've seen those engine covers and they look good, but for me I'm concerned since they are metal they'd heat up a lot? I guess it's not bad or they wouldn't sell them I guess. But cool design, I'd check into that special film and see if it's something you could do, don't let it discourage ya!

Personally I'd be a little wary of it since heat causes vinyl to shrink and the adhesive may be weakened but people have said they've had it on for 3+ months fine. I'd go for the hydrodipping but vinyl seems to be another (but riskier) option as well.

Yeah a vinyl definitely seems like it would be the easiest since I could just print out the image on a piece of paper and put it on top of the vinyl and just like xacto knife the respective colored pieces, but yeah for that short of a lifespan going to have to pass. I'm willing to put in a lot more time and effort if it's going to last a lot longer. I'll prolly stop by the actual paint store when the engine cover comes in so I can bring it in with me and see what their suggestion is if I go the painting route. Doesn't really seem like there are any long term alternatives as of right now.
well you could do the inverse basically Have a vinyl printed that has holes where you want painted. Paint over the vinyl, then peel once dry.
I don't think it's a simple or easy process though. But find a custom automotive paint shop and they could tell you how they'd do it and how much it would cost.
