Should I buy either of these EVOs?
I'm not sure you can get a used one that cheap. Maybe.
I just searched within 500 miles giving the parameters you mentioned. Not one available. And if you can find one that low with such low miles it has probably been in an accident. Get a new one

2015 GSR w/6232 miles, $29,985 http://www.fiatofmckinney.com/vehicl...2W8FV2FU011106

If you cannot negotiate $2k off on a $30K listed price car you are not trying very hard. Plus, these are dealer listings, you can get even better deals from private sellers.
But whatever, I am not your personal shopper. Believe what you like.
There are deals out there,

Stop it. Just stop....
Look, if a new GSR can be had for $32K, $4K depreciation in the first year or two is not unreasonable. But go ahead and keep telling yourself your FE is gaining value
Nemsin can't you just stipulate that it would probably be hard to find a totally clean 2014 for that price with less than 10k miles and squash this thing? I think he will acknowledge that it might be possible but it is not like there are tons of examples out there. Most I've seen with even 15k or 20k are still starting above 30 thousand dollars, and I haven't heard anyone say they successfully negotiated that down. So I think you are arguing on something that might be just barely possible at present, and that might not be practical for most people. That's not even taking into account the risk involved even if one were to find that perfect priced car.
Its a 2014 GSR with 10k miles, listed for $29,995. Its safe to say most people could negotiate $2K off on a car listed for ~$30k. It proves my point that such cars are out there.

Let me ask you this, suppose you can get this gem for $28k (although that's quite the presumption, as people here have shown that sellers don't really negotiate on these cars). Now, you probably need to finance it. Doing a local search, it seems like rates for excellent credit on a used car are around 4%. Add another $2k in taxes, and you are financing 30k, for 5 years makes a $552 per month payment. Now lets look at a 2015. 32k+2500 for taxes, you're financing 34500. Mitsubishi has 1.9% for 60. That makes a payment of $603. So what you're saying is, that getting a brand new car, without accidents, unknown history or anything, is not worth the extra $51 a month, cause Recaros and you're soooo frugal. As far as my FE goes, the options it has (xenons, etc) are important to me. Compared to an SS car, my car costs $1000 more, but gives me better brakes and suspension, which I also value. It would cost me more than $1000 to upgrade an SS car myself, so it makes sense. The fact that its a limited edition, limited color, means my car will depreciate at a slower rate than a SS car. That's just logic. Sometimes, the car business has no relation to logic, so I could be wrong, but, I'm in the industry for 20 years now, and highly doubt it.
You also have to think about this thing from a logical standpoint. A car with less than 10k miles is essentially "like new." The Evo is a highly desirable car among the target consumer. Now it is a highly desirable car that has been discontinued. There are a ton of people in the target group who absolutely must have the Recaro seats. So, if you have that car in like new condition, what exactly is your incentive to be bargained down? It makes no sense, not for an example that can be marketed as like new.
Now if you have one with 15k, 20k, 30k miles etc, ok now you are looking at a car that is well broken in and truly used. There's many more examples of it so you can't hold out for max price so easily. But if you are like 7k miles or 5k miles, I just don't see why you would be bargained down when you know someone else will be willing to pay the max price.

Have to disagree here. A car with less than 10k miles is not "like new". It's used. And a ton of evo owners don't daily drive the car or only track it so those miles could be very hard miles. Plus look at all these idiots who throw parts at the car, don't even tune it and break something, then sell it because they don't want to deal with it.
Are there good ones out there used? Yep. Would I buy one when a new one is a few grand more? Absolutely not.
