Hey man, congrats on the new car! I just bought my FE in November (#104), and had it in the garage all winter, so I'm finally starting to be able to drive it around. I love it, I'm sure you will too!
You heard wrong.
You need to research a bit more, the downpipe is really only worth it if you get a bigger turbo. Best bang for buck are:
Test pipe
EBCS
Drop in panel filter (Cosworth is nice because you don't have to oil it)
Upper Intercooler Pipe
Tune
Past that it's a choose your own adventure kind of thing. Bigger turbo, bigger intercooler, etc..
Honestly I would drive the car stock for a while, get used to it, then see what you want to change. This will also let you see if the car is solid because Mitsubishi will laugh at you when you modify so basically kiss your warranty goodbye.
Final word of advice, if and when you start modifying, find a GOOD tuner that knows that they are doing. Nothing says kaboom like a bad tune.
Also low rpm high load is bad mojo. So don't floor it at 1500 RPM's in 5th gear or you're going to have a bad time.

I'm a bit new to the Evo world as well, and haven't started modding my car aside from replacing all of the seats, but those sound pretty standard. Most people suggest a pro tune right away even if you haven't modded your car (especially on the FE, as some people feel that Mitsu didn't tune it terribly well when squeaking out the extra 12hp).
Most people will probably suggest that you get some gauges to monitor boost and AFR asap, as well as a Grimmspeed 3-port Boost Control Solenoid for tuning.
There are a ton of threads on the subject of modding/tuning around here, so I'd check some of them out for sure!

Oh okay, thanks guys. Hopefully the car is pretty solid 😳 Lol I don't want the dud 😭 I don't know if you all are near me but there's a very reputable tuner named Adam Blevins (Blevins tuning) that's probably where I'll get the tune done. He's about an hour from me.

Welcome! Good group around here, and as long as you've done your research first, this community is always willing to help.
I don't know if you have the GSR or not, but be cautious when anyone tells you to use launch control. It's not truly 2-step launch control and can cause major kabooms. I also don't know if they've fixed it in the FE, but the Evo X up until this point has had a plastic clutch master cylinder, recommend putting that on the list if/when you upgrade the clutch.
