I talked to both dealers and both said the car was tuned and had an intake installed on it. The dealer who owns the car didn't know when they would get it back and curious why it would take so long to untune the car. I'm sure there is probably more to it than just reflashing the ecu etc, but it's been sitting at the Mitsu dealer for a long time.
Also, would this be a concern to anyone if they were to be interested in the car going from tuned to untuned??

I bet they gave him less than 25 for the car in trade so start at around 27 and pretty much stay there

Yah, it is. The dealer got it back last week, went up on Sunday to look at it again, plus the 2013 evo they had. Both in decent shape, some paint issues on both cars. The red one has two real deep scratches(about 4 inches long) on passenger rear door(pretty much through the metal). The black one had some small dents/dings on rear wheel flares.
I may go down there this week or Saturday and test drive both, really curious to see if the 2014 Evo runs okay after being de-tuned. The black Evo is nice too also low miles, around 27k'ish miles on it, not sure I'd want to do another black car.
