Finally getting back into an EVO, is this a good deal?

hey everyone. Haven't posted in quite a while. Used to have a 9, sold it to buy a home but now I'm finally ready to get back in the game. Been looking at the X and came across this ad:

i actually went to check the car out today and it was in mint condition (aside from being in a minor accident with a deer but the dealer and carfax disclosed that info). I drove it and the car felt nice but didn't seem to pull as hard as I had hoped. It has a few bolt ons as well as two IveyTune stickers on the windshield and side window. So I'm guessing it has a tune.

Long story short the dealer would only drop the price $1,000....so 27,995. I didn't want to pay more than 26,500. Do you think I passed up a good deal? I'm considering going back after seeing that a similar car would actually be worth more on the open market.
