I lived in TN for awhile and I defiantly would invest in a upgraded radiator and hoses. Oil cooler wouldn't be a bad idea either.

I didn't think people ran into cooling issues other than when running extended track sessions.

No. Will probably put you around 320-330AWHP.

I don't think the stock turbo will get you 400whp on E70. MHI TF06-18K is the bang for the buck stock replacement for your power goals. If you want BB, look into a Blouch 2.0 Dom
