HELP! Need help on install of MBC "Hallman"

HELP! Need help on install of MBC "Hallman"
So my buddy just got a MBC and installed it today. He called me saying it only runs 15PSI no matter how many twists he does to it.
I took a look and couldn't figure it out either.
One vaccum line goes from the MBC right to the wastegate.
Other one goes right to the Inlet Pipe.
Stock Boost solenoid lines are nipped off. "The Top right one and bottom right one" The top left one and bottom left one are running into the intake.
He does not have the MBC vaccum lines backwards or anything.
what did i do wrong pix's would help out alot of people have a MBC thanks
