I did this to mine already.
Remove front bumper. Remove fog lights from bumper. Disassemble the fog lights. And finally put the overlay or tint(I used yellow tint). Also red out my taillights.

What are you trying to do? Just install the yellow tint over the fog lights? If so use soap and water put them on let dry a bit and squeegee down then use heat gun to completely dry and wrap endges around light. I dint understand why you would remove bumper and fog light lens. By the way I do this for a living so if you have questions pm me.

It was easier imo to wrap around the whole fog light lens with it apart than to try to wrap while the covers on. Doing taillights and headlight yes easier to do because nothing around them.

The tint should not be much bigger than the light itself. I have tinted a ton of headlights, tail lights, and fog lights on Evos, Ralliarts, VWs, 350Zs, Mustangs, etc. and not once ever removed a bumper to install. **** I did my Ralliarts fogs in less than 10 minutes!

Has your car been inspected since you added the red tint to the tail-lights? In PA (and many/most other states), back-up lights must be white.

Don't even mess with the yellow tint. I tried it and didn't last very long. Get a set of 2000K yellow foglight bulbs. I run these and love them.

Tried to do it with the cover on and it is a pita. It is also not perfect. You should wait until you need to take off your bumper, like painting your coolant line black or something.

You will have a better coverage and easier time if you remove the covers first.
