You don't need to remove the bumper to change the fog light bulbs. I changed mine to yellow h11 on the ground in my driveway using a stubby phillips head screwdriver and a flat head to remove the plastic clips. You can reach the bulbs from inside the wheel wells if you pull the black plastic covers up a little. It helps if you turn the steering wheel in the opposite direction of the side you're working on
