In 2009 Rays Engineering that make Volk Racing wheels did not make a TE37 any bigger than 18x10.5. In order to get an 11" wide wheel you have to run a 20x11. Volk did make there RE30 in a 19x11.

I am pretty sure rolling the fenders won't help because of the width. The EVO X fenders won't accommodate 12" wide rim on just rolled fenders. However, pulling the fenders with some rolling might do the trick, but that's another story. It's time to get a set of flares to make those bad boys fit...

tires are most likely 265 or maybe even 275 since they do not look stretched.
CE28ns spokes only cave in towards the middle at lower offsets... +22 or lower.
I have 9.5 +15 and they cave in the same as these... maybe someone else will chime in that knows the owner of the car to confirm specs.
