That's the Test & Service Valdi Sport bumper.

Vivid Racing has had one on their Evo for a while.

The FQ 400 front bumper is most certainly a Valdi Sport front bumper. They just added fog lights and a carbon lip...

They changed a few other things on the bumper as well, they opened up the vents on the side right in front of the wheels as well
