By surge tank I'm assuming you mean intake manifold, and no there aren't velocity stacks on the stock intake manifold. Even if there were, the turbo sucks air through the intake tube. The velocity stack allows the air to smoothly and evenly enter the tube while maintaining it's velocity and filling the whole tube right to the walls without turbulence.

but someone else mentioned velocity stacks mess with the turbo...i think i vaguely recall reading that debate too. see if i can dig it up.
err? the stock intake runners don't have velocity stacks on them? was that just a blitz surge tank thing then? because i saw it on their product pics, and just assumed it was there stock.

Just about every aftermarket intake manifold you see for a turbo car has velocity stacks on the runners, and no, they don't "mess" with the turbo. But we're not even talking about the intake manifold here, what mexicanevo posted is for the intake into the turbo itself. Like I said, it smooths out the airflow, maintains air velocity and keeps the whole intake pipe filled right to the walls.
Here's mine I just installed on the end of my AMS intake..

It wasn't like "Holy crap the car is wayyy faster!" but right away I noticed a little better throttle response and better spool up. The couple times I got on it a little, it pulled really nicely in the mid range. I get some surge now at WOT doing a 4th gear pull, suggesting more air coming in and/or faster spool up. I'm hoping I'll have a little time tomorrow to do some tuning pulls.
Yep I had the stack and filter out of the box and on the car in about 10 minutes.
