I'm tuned for about 9:1 (in case I get a tank of 91) and have a 3" cat-back, but still have my cat. I have to tell you that the sound and feeling of the little explosions in the cat on hard shifts is a bit disconcerting. I don't really want to be shooting flames, either, but that might actually be better.

the reason for shooting flames is becasue the car is running pig rich. 9:1 is very rich, i would be carefull washing out the cylinder walls with that kind of a/f ratio
