nope, r34s you can't drive legally on the road for any reason.
The only legal GT-Rs are 1989, 1990 R32s so far and 96-98 R33s that have the JK technologies modifcations done to meets the NHTSA safety standards.
I'd recommend you change your post saying he drives it on the street as he only legally can drive it for track use only.

There is a law called "show or display" that lets you legally drive a car for a limited amount of miles per year. Not sure if that's how he did that.
