What is the proper offset for an 18x9 wheel? Would it require fender rolling or a spacer?

I checked this out on SSRs wheel lineup brochure.

"18x9.5 18.9lbs-19.6lbs" [depending on offset]<--i have been checking these wheels out for a long time ^_^

Definitely not heavy at all
