Yes, that is why I suggested you read the "caveats" in the TirRack. Therein they make this distinction but they also point out that ratings are subject to inspection and if off they are subject ot fine. So while they not be totally legitamit to compare, it is in each vendors interest to be "in the ball park" of each other.
