i just bought an 05 Evo VIII and the license plate holder was on the trunk......no holes on the bumper ...btw im in SoCal

you ahve to drill into the bumper to attach the plate holder for the front, although two are required in WI i did NOT put the front on (only zip tied it to the IC mesh for 15 min to prove i had it after getting stopped by a bored pig).
There is a solution if it is a necessity. On my old 350z which i traded for the evo, i bought a nice metal plate holder from a autoparts store and fabricated (home made) a magentic clamp for it. There was no drilling or cutting required, and it stuck on ther HARD. Just get some VERY powerful magnets, it worked perfect.

CA requires 2, front & rear.

well Il is a two plate state(where im from) so i can guarntee that it will have the front bracket installed b4 i purchase, but what about flordia i cant rember if that's a two plate state or one, any body wanna chime in? if that's the case i will buy in flordia(where im going to live next year) just to avoid getting the front mounted.

Ive had the front plates off my EVO here in NJ for 2 weeks now. Ive passed 100s of cops head on, NONE have looked 2x

There are mounting points on the drivers side on the underside(bumper level) front and also where the intercooler screen is. Local Mitsu parts guy quoted total mounting bracket parts cost about $80! Carmax screwed my plates to the front just above the the two small air inlets.
