Do you have a pic of it (or can you post/link one)?

My GUESS having not seen them, is that it's starter holes for front license plates.

There are two bolts there. Those are just caps that come off to gain access to those bolts. On the Evo 8 they are accessed through the black mesh screen. On the Accolade front bumper they would probably just have to be smoothed out and filled since the Accolade doesn't have the caps. The Accolade bumpers are molded from an actual Evo IX front bumper with the caps in place.
On the real Evo IX bumper the mold extends back several inches..the bolt is recessed back a little.
Is that the answer you were looking for?

Yeah I also have the Accolade. When you pull off your Evo 8 bumper you'll see what bolts they are. Really they aren't needed anyway. There is plenty of support without them. When I put my Accolade on I'm going to just smooth that area out.

I didn't get the rear. I bought two fronts. One for me and one for a friend (992gnt).
Neither one of us wanted to have to remove our crash beams.
We just took the stock bumper off of my friends Evo and test fit his Accolade IX bumper on his car. It is actually pretty easy. You can have them switched out in like 15 minutes. The Accolade isn't drilled out though. We had to test fit it and took it off and drilled holes where they needed to be drilled. Luckily we drilled them in the perfect spot and fitment was great. There are pics of it on his car on the board somewhere. His screen name is 992gnt. I think they were posted in the Accolade 1st group buy thread.
