What would you do next?

No need to upgrade turbo.. YET... If you have an '03-'04 get 10.5 hotside Ebay 02 while your at it. Maybe a BOV, stock starts to leak boost at 12 psi on up. With this setup and a new good tune you should be in the 11's. I think you have to upgrade your wastegate when you turn up the boost on alky as well.
You can learn everything you need to know about Alky in one day simply by searching.
You don't really need intake, IC piping would be cool but is kind of a waste of money at this point. Maybe look at these as an option to get into the mid 11's after do Walbro, Alky, Clutch, 10.5/02, BOV, and most importantly a Tune for the new mods..

I say:
injectors
fuel pump
fuel rail
clutch
intake (i have the ARC and love it)
front and rear strut bars (the dc sports titanium are off the hizzy)
I didnt see that you have a boost controller. That would be a definite must for me.

Which seems to be his goal..
Injectors and fuel rail aren't needed at this point. Intake is seemingly unbeneficial at this point as well. Strut bars, sure if you're a great driver, but chances are he can't outdrive his stock suspension, esspecially with this much power.. MOST people can't EVER outdrive the stock suspension on this car...
And lastly, I am pretty positive that boost is controlled by XEDE.
