Advice for turbo noob

Smog/emissions, low quality gas, high as heck insurance, the numerous amounts of "little things" that are illegal, (I got ticketed for both a neon shift knob and clear glass license plate cover) is there a worse state to "drive" in? I hear virginia can almost compete heh
they all have their things. i keep getting pulled over for tinted windows in IL and they can take ur liscense for it. till u pay them 70bucks. they dont bother the bmws for it or the porshes or mercedes or hummers.

91 is the highest u can get in cali. i havent really found that there was much problem till u start moding and raising boost. i found that my evo like cheveron and mobil the best.
