I was inspecting my engine just because I'm so curious and I find this ****...
What the hell the screw is not screwed in right. Is it suppose to be like that. Here check it out. This is on my month old evo iX.

Judging from the picture it looks like that may be a bolt holding on a clamp. It's not screwed in anymore because it didn't need to be, the clamp is tight enough. Where is this bolt in the engine bay, the picture is very close. I can check my IX out and see if it's the same.

OK; I'll bite. It's the adjustment screw on a hose clamp. They look like that, even when tight.

That's a good point, if you see something that bothers you, don't look at it.

Also,

If something is making noise, turn up the radio so you can't hear it.

That clamp holds the MAF pipe onto the turbo. The screw tightens down until it's tight enough to hold the clamp in place. What's the problem?

I'd personally change the muffler bearings and check the turn signal fluid.

I recommend a 10mm socket w/ratchet for ease, but I'm sure it's already tight.
