Suggest Mod's
How about the title to the car. Once you have that, in your own personal safe deposit box, then you can consider other mods. Don't forget you also need good, up-to-date insurance, and some money saved up in case something goes wrong and you have voided the factory warranty.
Get all that, and then you can consider one of my favorite mods, a bumper sticker that says "Don't laugh, it's paid for!"

I'd think of the following light mods:
HID lights - better vision at night, get them w a little shade of blue, looks great!
Boost guage - this is where it all starts! It'll show you the spikes, tapers, max boosts and show you how ur boost is improving with more mods
Drop in Filter - K&N or Works.. I dont know if evo4's got the same as the recent ones
Manual Boost Controller - The cheapest mod with the greatest effect! It increases your boost and raises your power considerably (you sure need the boost guage and prefferably an open exhaust for that)
Turbo Timer - Get the most basic one, saves your turbo by keeping your engine running for some minutes before the engine automatically shuts down (great show off mod!)
Lowering Springs - If you cant afford coilovers, lower your car an inch or two.. It's perform better with the right allignment and settings and look much better as well
Metal Shift Knob - Looks great, get Momo or Works (these are the ones i know!) and help shifting since they're heavier than stock
Las but not least, an exhaust system - this might come expensive to you, they're meant to let the exhaust gas faster out of your engine so that you can boost more pressure IN from the turbo! So start by a decent TBE, 3inch stainless is fine.. then you can get a downpipe to open the system more and finally a CatDelete (if your have a cat as starters)..

Where are you located? Do you have a '04 EVO or an EVO IV?
Get accustomed to driving the car before you start upgrading like a madman.
Real upgrades for an EVO IV:
EVO CP9A V~TME - brembo brakes (used is about $600 for complete FR setup)
Stock CP9A 17" wheels or aftermarket 17"-18" wheels with good tires
Turbo back exhaust (TBE)
Turbo outlet
Air filter
stiffer spring setup or street duty coilovers
Boost gauge
If you need more power get an EVO TME~IX turbo and install a boost controller.
Turbo timers aren't needed unless you like flashy things to make people go: uuuh..aaah..ohhh. If you drive your car hard all you have to do is let it cool down before you shut it off.
If you are having lighting issues there are several $50~$200 light bulb upgrade kits available.
If your EVO IV is a GSR, try to find a wrecked RS so you can get the rearend assembly. The AYC equipped diff in the EVO IV is a wimp and cost entirely too much money to repair. Aftermarket diffs for the AYC pumpkin are also very expensive. Actually if you find an RS it would be smart to grab both the front and rear diffs.
