For this turbo do i need to upgrade the intercooler,pipes, things along that line, and if i dont will it even make a difference with just an exhaust, intake,mbc, and tune compared to the stock turbo. I'm looking to get a better turbo w/o spending so much money.

I'd say to do all the supporting mods first. I.E. the fuel pump, air filter, TBE, MBC, and it would help if you did the FMIC and LICP. UICP would be nice but you have to do small battery kit if you go that route.

Another route is to keep the IX turbo and get an Alky injection kit. This would be the most economical path and wouldn´t require that you upgrade the injectors or the intercooler. I mention this option because you expressed an interest in keeping the costs down.
The Green will cost you about $900 if you send in your IX turbo. Then you´ll want the porting job for $80 and a ported exhaust manifold. You´ll need the injectors for about $300 and the install kit as well.
The Green seems like a worthwhile upgrade from an VIII turbo, but personally if I already had a IX turbo I would just max it out on alky or move up to a larger turbo kit.

Good points...but the EG is still an upgrade over the 16g no matter which way you slice it. It's going to improve the amount of air flow into the engine--although the difference is not as much in a 9 turbo vs the 8's.
Granted, it's not a big turbo like a 30+, but for those that don't wish to use alky/meth/water injection it's a good enough option. Even better version (for HP)--get the Green AND use some A/M/W injection!!
I chose the Green because my car is going to be used to drive it, not to take it to the dragstrip all the time. Since I'd be doing SCCA events more than anything else, that was the best turbo upgrade FOR ME.
