It's going to be hard to get a quiet exhaust for that price. Loudness is totally subjective, so it will be difficult for us to advise you. Best thing would be to meet up with some local Evo owners and listen in person. Since you will still have the stock cat and dp, any aftermarket exhaust won't be as loud.

As far as the tune goes, you won't really need one unless you replace the dp and cat. You can get one, and you will see gains over stock, but not as much as with a full TBE.
