Convert your Evo 8 to a RHD? New Dash, new Firewall, Steering Rack ***., pulling your front end of the car apart a lot of rewiring and relocating wires... exc... A lot of work that I don't think would be worth it. Its not going to make the value of the car go up or anything its still a USDM car... I would Just Import the Real thing
But to answer your question 1. Yes it is possible and could be done (not worth it I think)
2. and anywhere from $5 to $20k to do it. Having a really good shop doing it for you and making it look stock and getting all the parts from Japan will be $$$$$ and If you did all the work your self still looking well over 5k alone in parts and then all the time to do a whole front end swap.. ( so Not worth it...I think)

i dont think so. the site wasn't found.lol. you can import a car. theres a guy in my neighbor hood with a 1999 r-34. i heard it came in two peices engine/tranny and body and frame. tht's wat i heard.

importing can be done just takes a lot of time and some extra money... I think it wouldn't be to hard to import a 8 or 9 because they are already hear and you can make it pass emissions and safety with swapping over the DOT glass and Bumper beams. So I don't see why it wouldn't be legal? Its cars that are not here that makes for harder importing like Skylines and such.

In show and shine there is an evo III conversion. Its also converted rhd. You need basically a front clip to retrieve the firewall, dash, door panels(unless in an RS), brake lines, L and right sideview rear mirrors. You might also want JDM headlights that are positioned correctly for rhd.
Still cheaper than importing for street use. You have to buy a car, AND pay to ship it, and THEN get it passed from DOT. Which includes crash tests and emissions. Which means good bye AYC and hello evap canister, aswell as good bye jdm rear and hello usdm and crash beam. Plus anything else Im not aware of.
