Heater Control Cable?

Heater Control Cable?
I am new to the Evo community, just bought a 2003 Evo 8 . I also own a 1995 Eagle Talon TSi, but other than that I have no experience what so ever. I must say the 03 Evo is a heck of a ride! On to my problem.
My Evo seems to run at a good temp, but the heater doesn't put out any warm air. I also have a cable that is hanging loose behind the dash by the air controls (blue with a circular fitting). Does anyone have an idea why I am not getting any warm air and where should that cable be attached? Thank you all. I know I am a newb try not to be too harsh on me.
