Mine came with the exact hardware you describe. If you look underneath the front bumper (area where the intercooler is located) there should be a hole pre-drilled to attach the front garnish to.

you have to order the hardware separately. I just ordered the plate bracket by itself from mitsubishiparts.com and it came without the hardware. They also have the part #s on the site.

I got ticket for no front plate too.... well I went to church and the Evo was parked right infront of my church and an idiot cop got any better to do than written me a ticket for no front plate.

Instead of putting my stock bracket and mounting hardware on I decide to custom made one. My Evo was never drilled,.. the moment I pick her up from the dealer she was a virgin ...lol so yeah finally after 3 yrs of ownership I got ticket for no front plate.

Anyway I found some alluminum sheet laying around so I decide to make a custom plate bracket.... I mount it on the almost same spot as OEM location but I did not drill from the front instead I drilled two holes from the under side which you cannot see from certain angle unless you look underneath it.

I'll post some pic and maybe make a how to thread later.

btw I went to the hearing officer and I did not got to pay anything since I got it mounted.... I guessing it must be some sort of fixer ticket.

Here's my how to's:

If you hate drilling the 2-4 big holes on your front bumper what I recommend you to do is drill from the under side of the from bumper instead of the front side like oem.

here what I did....

Tool needed: Screw driver, License plate mount hardware, L-shape license holder bracket, drill, knife. oh yeah you can paint the plastic insert to match your car.

Your hardware and L-shape bracket should look something like these.

Step 1: Test fit before start. Mark all point before cutting..make sure you dont hit the crash beam. Now cut two square hole into the front bumper like this. Note: You need to measure and make sure how big your plastic screw insert before cutting.

Step 2: Now after you cut the two square hole.. insert the plastic screw inserts. It should make a poping noise comfirms that it pops right in. It looks like this:

With the screw on it looks like this:

Step 3: Finally attach your lincense plate bracket and screw the plate in. It should look something like this:

Front the top:

from the front view:

****You're all done... now get some to celebrate your easy 1, 2, 3 easy plate mount.

i personally was not a big fan of drilling into my bumper( got a ticket just like you) i just used black zip times to zip tie it down to the screen (exactly where it is in the picture above^) and acutally doesnt look half bad and it worked in court soo if you dont wanna drill you could do that or fabricate something??
