I got my self license plate adapter(4 pak for $1.92) at autozone
2 1/2" L bracket(cornering bracket for shelves) 4pak $1.99 at walmart
used 3m tape to test fit and fitted perfectly.

How did you bolt that in to bumper?
I drilled where you drilled but I got a metal frame blocking the way. I tried drilling through metal it was just too hard and thick.
I drilled some other place to fit but now I'm stuck with drilled hole =(
But you cant really see it unless car is lifted.

 

I think you drill it wrong..or off, you probably hit the front crush beam. But you could still work with the hole you already cutted on the bumper. Just trim the plastic insert shorter so your screw won't be hitting the crush beam.

Sounds like you drills too many holes.. If you mess up with too many hole you can go buy plugs to plug up the holes.

 

This turned out pretty guys. I have a evo 8 and picked up a evo 9 bumper a while ago with no license plate but after seeing this thread I bought an ebay plate holder and took about 1 hr to install...not too bad
