if a car sits for awhile and the battery dies, it has to be driven for awhile to reset the emissions monitors. this was probably the case on your vehicle, so dont sweat it. We have to do it all the time at the dealership i work at. As far as the mileage barrier for a vehicle to be considered "new" there isnt one. A vehicle that is "new" has a MSO(manufacturer state of origin) and when it is sold to a customer, it changes to a title, regardless of mileage.
