I agree. It is all about the previous owner/owners and their knowledge and care for the car. It is after all a machine, and any machine will only operate to the level it is maintained.
Things to look at when buying any car would be: compression test, spark plug condition, SES codes, Filter condition, oil level and color, check the tires for abnormal wear, audible ticks or noises, test drive listen for odd sounds (clunks, squeaks, whistles) and feel for hesitations and vibrations.
Mileage really doesnt matter if it is a well maintained car - as a car with 50k could drive like a car with 5k. Another important thing to do before you get hose. CARFAX. WELL WORTH THE MONEY

If I could do it all over again I would by one with very high mileage and just do a rebuild witha stroker kit. If not just get a basic 2.0 rebuild kit form Bushur and you will have an evo thats bullit proof...
I'd say the perfect Evo to buy other than one with less than 20,000 on it would have to be one around 40-60k. Around the time the stock clutch goes. Just make sure they put a new one in or maybe you can get them to drop the price a bunch so you can put your own in.
