Rust on disc brakes

Are any of you driving 08+ Lancers (or any other car, I suppose) noticing rust forming on your disc brakes after less than 2 years of driving? I drive everyday, long and short distances, so I don't see why rust would form so quickly.

lol, yes it's normal. Just worrying myself because I see older cars than mine on the road with their discs looking practically brand new. What's the best way to clean them? I read about sanding, but what's your opinion?
