Car looks clean enough. They will no way in hell let you do a compression test on the car there unless it is something you can bargain to have them do.

Take the car for a drive listen and feel.
-How does it shift?
-Any whining at speed?(Low gear Low RPM whine is normal at highway speed it's bad)
-Take it up on the highway and in 5th from about 3k mash it to make sure the clutch isn't slipping like crazy (RPM will shoot up
-How do the brakes feel? (Any shake or shimmy when applying them)
-Shake or shimmy in the wheel at speed?
-Look underneath the car any rash?

It's a used car and there are things that you need to check just like any used car. The EVO does have some things that will stick out at you though.

If it doesn't have a catalytic converter on it technically they can't sell it with a clean road title to you. Dealers especially have to have the car checked out and make sure it 100% meets with state and local emissions and registration before they can sell you the car. If it doesn't have a cat then obviously it wouldn't pass inspection.
