I Need A Faster Car
You're going to have a very hard time with a FWD (and presumably street) car hitting the 10 sec range. Good luck. You're way behind the competition so far. 
(Of course there are plenty of 10 sec FWD cars, but most ride in trailers, stripped to the frame and on drag slicks)

I know some of you won't want to hear this, but all the parts on Road Race's page won't get a Lancer into the 10's.
It takes a lot more than JUST a turbo to run a Lancer anywhere near that fast.

Anything is possible
You can put pretty much any engine into any car, unfortunately it will cost you a lot of money. I went through this with my 72 Dart. It was originally set up as a slant six...most said that there was no way I was getting a 426 hemi in her without big bucks. About 16 grand later I have a 72 hemi dart that runs 0-60 in 3.7 secs and the quarter at 9.8 secs without NOS or a supercharger. But it took alot of time and money and you need the know-how or you will pay a lot more. For the money it will cost you to make the Lancer a 10 second car, you should just trade it in for an Evo...it will be cheaper. But if you are dead set on this project....go for it and don't worry about what others think. There is nothing better than a car that looks stock and runs like a rocket.

of course its not as fun if you dont actually build up a car, but theres alot of headaches involved also if you plan on using it for a daily driver, like hobie said, and like ive said before, a car to run that fast belong on a trailer and a track and thats it
there is not enough parts, mechanics, money in your quest for this. yes i know you can find someone to do it but short of spending 20K on it you are most likely not gonna do it. if you are willing to drop that kinda cash cool more power to ya, but no way in hell is it going to be able to be street driven or a daily driver.
and i agree hobie, every part on RRM's site wouldnt help get into the 10's this is purely a holy quest type situation. No canned solutions sitting on a shelf.
