I live in Pasadena too!!!
The shop I go to for my EVO is EVASIVE MOTOR SPORTS.
It's located at El Monte.
The price for the parts are pretty reasonalble, and the guys there are friendly
hope you find some nice shops for the tune up, and let me know if you find great one near Pasadena too

They aren't land rockets from the factory and expecially if you don't downshift to higher RPM's you'll notice moderate acceleration when below 5000 rpm in any of the gears. While a few carefully placed mods can help, by far getting a solid ECUFlash tune can get you to the 350-400 crank HP region without too much problem.
