What does a resistor pack do and whats the point of bypassing it?

What does a resistor pack do and whats the point of bypassing it?
I saw somebody talking about a resistor pack and replacing it to fix an ignition problem. i was just wondering what it was. i also saw that spoolinup makes a resistor pack bypass. what exactly does this do??
