Braking Problem

So here's the problem I recently found on my Evo..

Whenever i drive over 60 MPH and step on the brake I can feel the rotors and the pedal vibrating feels like the ABS kicked in but the car doesnt stop like it should..Its actually kind of scary
I dont understand i have 4 months old Rotors (Non Drilled/ Slotted) & pads (stoptech) Also the brake pedal is kind of hard to step on. Im thinking its the Brake cyclinder..havent had much time to look into it but I would love to hear some opinions ;-)

Does it do it at low speeds as well? If its mainly at high speeds and the pedal pulsates and steering wheel shakes as well? Prob warped rotors

You checked the rotors with a micrometer?? Because just looking at them does do anything. You can see warpage unless it's on a lathe. Hot spots yes, but warpage no.

Check rotors for signs of pads deposits.
