Someone who takes a Japanese car and puts alot of un-necessary 'flash', non functioning parts on it. Usually painted in bright colors. Chances are, you'll find neon lights under the car and in the interior. Oh and don't forget the OVER exagerated HUGE worthless wing!

This 'person' everyday sets our culture back at least 10 years everytime he starts up his car and drives. As long as he thinks he's cool, I guess that's all that counts! SMH.

We got those in cicero....range from a civic with more stickers than hp and a mustang with fire decals hella flushed with a GT-R badged lol ooooo and they are usually v6 mustangs

Usually its someone who does modifications to their car with no money (and it shows),
you can put unpainted body kits in this category,
heavier cheapie ugly chrome wheels,
led windshield washer squirters,
neon lights,
obviously walmart special cherry bomb exhaust welded in your garage by a friend who "knows how to weld" (usually in the attempt to get a JDM angle it is either angled retardedly or its too short or too long).
STICKERS FOR DAYS (usually of items not actually in the car).
Sometimes a fake intercooler (interfooler) completed with recording of BOV (I swear I saw this last year),
Nitrous bottle in the trunk but with no intention of connecting and tuning it for actual power.

I'm running out of them but I will add as I remember.

In my definition, it includes all of what has already been said, but also includes those who mod their car one knockoff ebay mod at a time.

People who buy BOV whistles, tornado intakes and brembo brake covers also fall into this category.
