Another deal! Worth or not, 03 EVO with 19k on motor

Hey guys what s up.
I found a 03 evolution with a JDM 19k motor in it, and the car has 76k.
The owner ask it for 13500, cuz the paint of the car is bad.
Also, the car will need a tune.
My questions are
1. Worth it or not? I got a rebuilt title 03 s2k with 66k miles, he ask me to put 3500 on my end to trade his.
2. I am looking for a DD, so reliability is very important to me. Will this swapped evo be a good DD?
3. Can I drive it from OH to SC without a tune?
4. How much will it cost to tune a evo to a realible DD?

I know exactly which car u r talking about. Idk how good the new engine is but I used to live down the street from this car. He had a newly built motor and ran so hard it ended blowing. He was asking 7500 for it. This was about a year ago. The car did not move for literally a year, Rain, shine or snow. Not trying to bash anyone's car but I'd be careful on the body, corrosion and all. Hope it helps a bit

I saw the pics, the paint is bad, I mean bad. But personally I do not car too much of the exterior as long as the the motor trany etc are good.
He s just way too far from me, so I have to be very careful before I go and see the car.
Anything else?

Have him take it to the dealership and have them do a used car checklist on it. They will prob charge about 100 but it is well worth it.

A PPI (prepurchase inspection is a must) in a case like this. Money well spent upfront that could save you a ton down the road.

Just because his selling point is "JDM Motor" I'd run away unless I could get it for $10,000
