Well yeah, you can lease a GSR at 3600 down, 260 a month (not including tax)

If you are in CA, looks like you are, you will need the front plate. I risked it for several years up here in NorCal with my Evo 8 and finally got a fix it ticket for the front plate earlier this year. There are mounting options out there so yo don't have to drill into your nice new bumper or at least you won't have to drill where the holes will be visible if the front plate and bracket are removed .. for a show as an example or a track day.

Risk it or put one on.
