it doesn't matter, you could use pratically any program you want.... just make it and then render it.

 

But there must be a program to allow u to even create the shape of the car, put in the paint and all the effects right?

Most CAD programs allow that... but you must make each shape and connect them. you can click on the "sketch" and then choose a color and make the finish look metallic or plastic.. etc just depends on program. the effect vary from each program and plug-in.
