oki have a box here with 8 McCulloch Ballasts in it and it prolly only weighs 15 lbs and those are high quality ballasts and the bulbs are in the oz.'s... just like any other bulb really.
Eh, I've used CATZ HIDs in several cars and they don't weigh much at all. With the ballast, ignitor and bulb, I'd say 5lbs per side max. Too bad DOT made aftermarket HIDs illegal....
Unless your Evo is track only dont worry about 18lbs of HID lamps hanging over the front. 999/1000 wont be able to tell the difference with or without them.
Want to lose weight? Grab a buschur exhaust and swap out the factory brace with a DC Ti unit.....theres 20 lbs saved and then some.

I think the 18-20 or so lbs is the entire lamp assembly, ballast / igniter, bulb...this may include the up/down lamp adjuster motors which surely add some weight.
Bulb + Ballast = not much weight at all on their own.
