Tuning and engine management 101.

I was wondering what flash, tuning and such consist of. I don't mean to sound ignorant but it has been told to me that it is a must to make everything work together... what kind of time and money is involved in having it tuned for everything to work right? I was also wondering about Utec and engine management basics, how important is it for EVO owners to have this and what does it cost/do? There are a few different things I was curious about and some seem to be the same or not, I am getting mixed feedback from many people. I would like to know if EM is a must for someone with goals like myself, I want things as close to basic as possible, I will never move on beyond the stock turbo and I plan on stepping into the 12 second club once my over time mods are all complete, working together and all that good stuff. What are the differences between the following:

SAFC, Turbo timer, EBC or MBC, Utec... etc. I plan on the list of mods as follows what are some neccessary engine management/ electical aspects I should have to go with it?

CAI,BOV,Turbo Back exhaust, fuel pump, strut and sway bar, volk wheels, tint, FMIC... I am trying to get a feel for the neccessary things and the not so neccessary for what I am trying to achieve so yes dumb questions are inevitable. Thanks for the help.

1. You don't need headstuds, i've never heard of any headstuds failing.
2. A simple safc or flash will suffice.
3. You don't need a fuel pump unless you put out some crazy hp.
4. A k&n drop-in filter plus the stock airbox will be plenty.
5. Quit screwing around with all the other bovs and pick up either a hks ssqv or aps bov.
6. The stock 560cc injectors are at their max at 19 psi. Look for 680cc injectors in the near future. I have multiple logs to back this claim.

Safc is a simple little computer that changes the a/f ratio and timing as a result of the change in a/f. Turbo timer just allows the oil to flow through the turbo to cool down. Failure to let the motor run after a hard beating will result in a "hot shutdown" which will result in turbo bearing failure. Ebc (electronic boost controller) just uses computers to control boost while a MBC (manual boost controller) controls boost by a turn of a knob. Utec is a very good computer that controls both a/f ratios and timing figures.

My plan for 12's is simple. Some way to up the boost. A simple safc will do. Turbo back exhaust, some sort of intake, a nice bov because the stock sucks. Those small mods will surely get you into the 12's.
