AFR lean on STOCK ECU?

So, After FINALLY Recieving my RNR Turbo back, I have Discovered that my O2 sensor off the O2 housing (1st o2 sensor) is BRIGHT WHITE!

So come to find out after some testing that the cars running Lean. But how? i have most of my parts installed but running on stock ECU for a while. no UTEC no TurboBack. No intake nothing, completely stock. So.... im lost. Any Suggestions.. Funny thing too after i installed my intake it would only hit 15 psi. I thought that i was a huge boost leak. Than after I installed the Turbo Back, it Spikes @ 22 and rest @ 19-20 till redline.

I thought that it might sound stupid, But the Boost gauge gets a Reading off the FPR might this cause a lean condition? I dont see how.

There are 3 6.5 EVOs and 1 evo -6 that I am aware of here in South Australia that have lean shift problem.
Mine ran 15:1 wide open throttle (measured by 2 different wide band O2 sensors) and also confirmed by the narrow band O2 densor switxhing to leaner than Stioch voltage during accel.
Calculations showed ECU was sending right injector pulse width for rich A/F.
So either getting unmeasured air, low injector output (pressure down) or an air leak into exhaust that was fooling the O2 sensors.
Cant find any source of unmeasured air.
Blocked off the secondary antilag air to exhaust ...no effect.
Haven't measured fuel pressure yet, or cleaned injectors.
Not lack of capacity in fuel pump as can artificially increase injector pulse width and it responds rich.
Like you , I wondered if boost gauge (which fluttered) was causing some disturbance to pressure regulator, but made no difference when disconnected.

Interested to hear of anyone else who has onfo on this.

(BTW, what model is your car?)
