Problem holding up the boost in my EvoIX

Hi i just want to ask if its normal that my Greddy profec E-01 isnt mantaining boost levels up to redline. it gets a peak and then begans to drop up to redline. I'm runing at 27 psi with race gas, but in the dyno sheet i saw a peek of 28 psi between 4800 to 5500 and then begans to drop the boost to almost 20 psi when it gets near redline. I made a boost leak test and everything its ok, also i think maybe its the actautor of the wastegate, i dont know if the stock waste gate can hold up this boost. Im runing stock turbo.
Thanks
Luis
PD
These are the sets in the boost controller
Set 75 %
gain 5
start 20 psi

i think an actuator will help, but there is numerous reasons why it isn't holding that much boost..

1 being that 27psi on a 16g is all hot air.
