Rich AFR's Idle and WOT

Rich AFR's Idle and WOT
Hey guys,
To cut a long story short, I jumped in my friends ix who recently installed a 2.3 HKS stroker and a precision gt 35r he is running Haltech, AEM UEGO AFR
I glanced over at his AFR gauge and its reading between 11-12 on idle, I'm like dude your rich. He said the tuner made it rich like that to avoid the car loping on idle with the 272 cams? Anyways, we go down the road and the car goes to like 12.5-13.5 and when he pushes on her a bit she goesfull rich - - - at this point im like dude wtf this is not normal.
Anyone heard of this rich as hell to avoid loping at idle? and also does haltech control mivec?
I'm pretty sure he should have 14-15 on idle. wot or partial throttle/load no way full rich - - - can someone give some input.

Short descriptions but some general comments.
There is no way running full rich, pegging the afr gauge to 9 or lower, is good for a WOT run. The car should be running at most like 10.5 on the worst gas and with great gas like 12's on AFR. I have no idea why the tuner decided to go stupid rich on the tune in that area.
The rich idle while not ideal is understandable more fuel does make the car run smoother. I think there are better ways of dealing with aggressive cams personally.

Thanks for the input, just wanted to hear that from someone else.
I'm going to recommend he put back the stock ecu and maf so I can refer him to another tuner abroad and go from there.
