aem uego readings

hi i just installed the aem uego 4110 wideband on my stock evo 9. i am not sure what i am reading. at idle its like from 14.5 to 14.8 or 14.9. but its not stable. it keeps going back and forth from 14.5 to 14.9 or so. is it suppose to keep changing readings nonstop?
