Revs climbing

Ok the situation is to start with on my evo 5 i replaced the headers to some aftermarket ones as factory ones cracked from prior owner welding on big external wastegate which i have also put back to an actuator type. while i was at it i replaced the intercooler pipes to some shorter solid ones and removed the a/c pump/pipes/radiator as its in the way/heavy/obsolete(its cold in New Zealand). was running it at idle for awhile bringing up to temp keeping eye on radiator level. but when i went to move it out of the garage the throttle pedal didnt quite come all the way back up and idle revs high sometimes accelerates. after looking around the throttle body is not returning properly have to press it to bring it back down to normal, i did play with throttle position sensor made slight difference but still same problem and then put it back in position it was in. in couple instance after returning the throttle to idle by hand it would blip from bout 1000 to 2500rpm constantly.
question is why is the throttle body mechanically affected without touching that at all and what could be other causes? also apart from that what is the usual cycle/procedure the ecu takes to re learn the changes?
according to prior owner it had been dyno tuned when external wastegate done and got fuel press regulator and a larger intercooler would the tune be interfering. last owner did make a few bull**** claims wich helped me with bargaining on purchase price
im talking to a customer of mine tomorrow who runs a tuning workshop around here but just wondering what you guys think and im keen to learn heaps this is my first evo im building for club sprint events with more evo's to come

Potentially have a vacuum leak. Look for cracked vacuum lines around the intake manifold.
