Grab a cheap laptop but make sure the screen has good resolution and a decent video card so you can view the 3d graphs. I had a really ancient laptop because I'm cheap like that and I couldn't view the 3d graphs. It made tuning a pain.
As far as tuning goes, there's a tutorial written by Merlin and even youtube videos on how to use ECU Flash.

I use an 11 year old laptop running windows XP, tuning isn't very hardware intensive. Try and find a nice flat piece of road that you can easily repeat on. There is a good virtual dyno spreadsheet somewhere around here you should grab for pasting your logs into so you can see improvements. If you haven't yet, read through the stickies in the ecuflash subforum. Tephramod V7 is absolutely something you should look into and start using if you aren't already.
