I think the reason it can't be as simple as what comes out the tail pipe is that the smog tests we go through are not comprehensive. The testing the OEM's have to go through is intense, and that recipe or configuration if you will is what gets certified. The smog tests we take these days are relying almost completely on the self reporting capability of the car and its ability to report deviations from that configuration.

There is a mechanism to get a modification approved, but its a huge expense and a PITA to go through. That's why there are so few parts with a C.A.R.B. EO exemption. I think that whole system is a racket and needs reform.

On the broader social topic, the world is just going to keep getting hotter unless we can right the ship. Things aren't look too good though.
I love California. We don't care what your tailpipe puts out as long as the parts manufacturers threw us about $20k for testing. My car currently produces lower CO and NOx emissions than stock, yet it's technically illegal in California because I used generic parts.

so before I install all of my go fast parts again AND my newly purchased ID 2000 injectors and wally 450 pump, this question popped in my head....

Is my car flagged in the "system" even though I passed the ref inspection? I'm debating on installing everything again or keeping it stock.... I should've thought of this prior to purchasing my injectors and pump.

Please help, i have the same problem.
Data check failed.. sent to REF, Data check failed again.
Working with a 2006 USDM EVO 9. ROM 88590015 (please let me know if this is the wrong rom)
I got the car that was tuned and many monitors turned off.

I downloaded a factory 88590015 rom, flashed it onto my car, and only changed the immobilzer code to start the car.
Then I installed all factory parts, let all the monitors go through course to "READY"
Took it to ref, it passed everything except still "DATA CHECK FAIL"

The only thing the ref told me was that the software "Still didn't match the car" ..... not sure what I need to do here, Mitsubishi service doesn't deal with this and suggested I buy a brand new ECM....

Please helpppppp.

I have the same car, if you wanna post your rom I can compare it to mine which recently passed even with the force monitor patch. No data check fail yet for me thankfully.

Do you have an OpenPort? How did you flash the ROM previously?
OpenPort and ECUFlash will be able to read/flash the ECU and is definitely something to invest in if you plan on having your evo for a long time.

Thank you, Here is the Rom I currently have flashed and failed DATA CHECK on my car.
I downloaded from the ROM suppository. Added my immobilizer code, and for some dumb reason I lowered the REV limit and stationary rev limit...( i hope that didn't cause my problems)

Could you please look over it, is it possible someone add my VIN to this ROM or CAL ID or whatever I need to do....

Thank you community

***(UPDATE 1-2020)***
I have passed referee with flying colors. I wanted to help others in the future by updating this post. By changing only the rev limit and stationary rev limit, this caused my CVN numbers to change and not match factory numbers, which caused data to mis-match and FAIL. I put these numbers back to factory rev limts, and only changed my immobilizer code to start the car, then I passed the data check.

If your at the ref the ROM has to be completely stock, a single bit difference will alter the checksum and fail.

Hey I think you can goto the BAR smog vehicle test history page, and check your car. It will tell you if your vehicle will need to goto a STAR smog only shops (enhanced smog).
I'm guessing you will be required for STAR testing for future smogs...

Kalifornia has me going to STAR smog every other year. I assumed that was the same for everyone.
