Ok here is what I have.

RFP2210 (old style HE2 subs-300 rms DVC 4 ohm-I think thats the model number)

Here is how I have it ran right now bridged on this amp and its just not loud at all.

Im thinking that I should put them in a ported box and they will be much louder. What do yall think. The reason being is that amp doesnt have a subsonic filter but I will only be giving it 200 rms insteaed of the full 300 rms so I should be fine. What do yall think.

Sounds like you just don't have enough power going to them that set of subs should be seeing a total of about 600 watts RMS at least you get the best sound output when you put the full amount of power to them or even slightly more... if your only give a set of subs 300 watts your just underpowering them your wireing looks correct for a 4 ohm. Try a bigger amp that should fix the problem.
Well I know with ported you dont need as much wattage. Most of the time half of the rms will work and I have more then rms. I know in a sealed box you need to match up the rms perfectly. So by putting them in the ported box then I should be fine IMO.

looks like your probab ly running 4 ohms on those subs in series what type of amp do you have? and can it handle a 2 ohm or lower load? if so run them parallel and pull the real power from your amp. If not you need to get a monoblock amp that can handle a two ohm load hehe, also the boxes have near nothing to do with power its all about tuning, the ports length and volume will determine how well a sub performs and sounds in a box the truest your subs will sound will be in a sealed box. where as if you want low bass and dont care about accuracy go bandpass if you want something inbetweeen go ported but check with rockford for the specs on those HX2s i know ive built boxes for them in the past and theyre picky when it comes to ports. If you want to go ported rockford will tell you whatss best call them or email em from their website. www.rockfordfosgate.com if i remember right LOL hope this helps 
Also RMS is a ratio perspective to the power of an amp has nothing to do with boxes. it stands for root means squared for the average signwave power frequency for an amp. Or average power capability. Hope this clears a little up for you.

If you have a program called TermPAK, porting boxes is easy. Find a local shop that uses it and get them to design a box that peaks at 35 hz (seems like our cars like that)

yea sine wave my bad
also peaks at 35??? isnt that a bit low since below 35 Hz is almost inaudible LOL. 35 hz is a lil below the typical bandpass box you see for sell at like ultimate electronics n stuff. It really depends on what music you listen to and what kinda sounds you want. Personally i use two individual sealed boxes with my subs Xed over at 95 hz and below so i can listen to rep rock and whatever and its nice n clean, i peak at about 152.4 Dbs last time I had it metered, so its not weak and sounds clean. I usually leave my gains way down and sub level at negative 7 when Im not tryin to pound it to death. But liek i say if you want BUMpBUMp only something tuned to 35 to 40ish Hz is fine if you listen to some rock and what not you might wanna go a lil higher than that. Ported boxes arent too easy to tune as well one reason i go with sealed as well as better reproduction of sound from the woofer and a little more effeciency at tother frequencies besdes where the port is tuned.
